基于實踐分析的公共數據授權運營平臺設計及運營研究

摘要： 在充分調研各地區公共數據授權運營平臺建設和運營當前進展、存在問題基礎上，通過實證研究、對比分析、總結歸納等方法，提出了公共數據授權運營平臺需滿足的功能要求、網絡部署要求等，以支撐公共數據授權運營全流程工作，保障“原始數據不出域、數據可用不可見”。同時，進一步闡述了應建立平臺管理制度和運營推廣機制，以實現平臺的持續優化和使用。

Research on the design and operation of the public data authorization operation platform based on practice analysis

Abstract： Based on a thorough investigation of the current progress and existing issues in the construction and application of the public data authorization operation platforms (PDAOP) in various regions, this article, through methods such as empirical research, comparative analysis, and summarization and induction, proposes that the construction of the PDAOP must be met functional requirements, network deployment requirements etc. These requirements aim to support the entire process of public data authorization operation and ensure that "original data remains within the domain and is available but not visible". Additionally, the article further elaborates on the establishment of platform management systems and operation promotion mechanisms to achieve continuous optimization and utilization of the platform.

引言
國家“數據二十條”鼓勵公共數據在保護個人隱私和確保公共安全的前提下，按照“原始數據不出域、數據可用不可見”的要求，以模型、核驗等產品或服務等形式向社會提供［1］。國家財政部發布的《關于加強數據資產管理的指導意見》要求建立公共數據資產安全可信的運營環境，在保障安全、可追溯的前提下，推動依法依規對公共數據資產進行開發利用［2］。近期國家數據局向社會公開征求意見的《公共數據資源授權運營實施規范》也提出，實施機構需建立健全安全可控的開發利用環境，支持安全可信流通技術應用，確保公共數據資源開發利用過程可管、可控、可追溯［3］。通過以上國家政策文件可知，公共數據授權運營需要有系統平臺作為支撐，只有配備功能完備、安全保護措施齊全的技術平臺，才能使公共數據開發利用在安全可靠環境下進行，激活公共數據價值。
